Deputy Director of Operations

DEFINITION

Under general supervision of the Director of VITEMA and/or the Assistant Director of VITEMA, the Deputy Director of Operations develops, manages, coordinates and maintains an effective response to any emergency that may occur and poses a threat to lives and property within the U.S. Virgin Islands.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Responsible for advising the Director and or Assistant Director regarding emergency preparedness activities and operations.
  • Oversees the execution of All Hazards Emergency Operations.
  • Oversees emergency information and warning to the public.
  • Participate in the Emergency Operation Centers during emergencies.
  • Participate in drills and exercises involving, local, state, and federal emergencies.
  • Maintains coordination with public, private and federal entities during any type of emergency.
  • Reviews and investigates incident responses, compiles findings and recommendations for agency wide corrective actions.

FACTOR 1: KNOWLEDGE REQUIRED FOR THE POSITION

Knowledge

  • Knowledge of operations functions in the field.
  • Knowledge of fiscal control methods.
  • Knowledge of management principles, concepts, and techniques, including organizational and program analysis.
  • Knowledge of supervisory techniques.

Skills

  • Must exhibit professional maturity when conducting all business for the agency.
  • Must be skilled in computer applications, such as the Microsoft Office Suite (including Word, Excel, and Outlook).
  • Must be skilled in using general office equipment, such as telephones, fax machines, printers, copiers, calculators, and computers.

Abilities

  • Ability to collaborate on establishing policies and practices.
  • Ability to apply accepted management principles, concepts, and techniques.
  • Ability to assign and instruct staff as well as supervise the performance of their work.
  • Ability to communicate verbally and in writing.
  • Ability to establish and maintain essential records.
  • Ability to identify problems in the administration or with coordination of programs, plans, or projects.
  • Ability to plan and supervise the review of operating procedures and to provide advice and assistance to managers.
  • Ability to prepare reports and correspondence.
  • Ability to recognize, analyze, and interpret management problems, and to develop appropriate policies and procedures to address those problems.

FACTOR 2: SUPERVISORY CONTROLS

This position reports directly to the VITEMA Director and/or VITEMA Assistant Director on all activities.

Job performance will be reviewed annually/semi-annually by the Director/Assistant Director, using a performance appraisal process and forms in accordance with departmental standard operating procedures, regulations, and as detailed in the personnel handbook.

FACTOR 3: GUIDELINES

Work is performed in accordance with agency operational policies, rules, regulations, standard operating procedures (SOPs), manuals, and laws of the Code of the U.S. Virgin Islands Rules.

FACTOR 4: COMPLEXITY

This position is a fully qualified professional individual who is delegated the authority to manage the operations division.

FACTOR 5: SCOPE AND EFFECT

This position is responsible for all aspects of operations within VITEMA, which includes (but is not limited to): planning, response, recovery, and preparedness activities.

FACTOR 6: PERSONAL CONTACTS

This position requires contact with employees within the agency, as well as outside agencies, utilizing telephone, e-mail, fax, and/or in-person communication.

FACTOR 7: PHYSICAL DEMANDS

Work involves sedentary to light work in an office setting. There is frequent need to sit, talk or hear, use the hands, occasionally stand, walk, reach with hands and arms and lift light objects (up to 10 pounds) and perform other similar actions during the course of the work day.

FACTOR 8: WORK ENVIRONMENT

Work is performed in an office setting with occasional disagreeable conditions.

MINIMUM QUALIFICATIONS

Masters Degree in Emergency Management, or any closely related field AND two (2) years of related work experience, three (3) of which shall have been in a supervisory capacity.

OR

Bachelor's Degree in Emergency Management, or any closely related field AND five (5) years of related work experience, three (3) of which shall have been in a supervisory capacity.

OR

Substitution of appropriate emergency management experience may be made for the required college training on a one-to-one year ratio provided that such substitution does not go below a high school diploma and includes three years in a supervisory capacity.

NECESSARY SPECIAL QUALIFICATIONS

As this position is located in an emergency response agency, the candidate must be available during irregular hours and under less than desirable conditions (such as working outside at disaster sites) in order to support VlTEMA’s mission during an emergency or disaster. This service may require work at locations other than the official duty station and may include duties other than those specified in the employee’s official position description during emergencies or disasters.

In addition, the candidate must successfully complete within one (1) year from the date of hire, the following training programs:

  • NIMS 700
  • NIMS 800b
