Daryl DeFrance Jaschen is Governor Bryan’s nomination for Director of the Virgin Islands Territorial Emergency Management Agency (VITEMA).
Director Jaschen previously served the territory in the Virgin Islands National Guard (VING), Joint Force Headquarters. He spent 11 years in the VING serving in various Deputy Chief of Staff Positions to include Strategic Plans & Doctrine, Exercise, Operations, Information Management, and in his last four years, Army Chief of Staff. He has 30-years of military service in the army as a field artillery officer in both the active duty and national guard components. He retired in 2016.
During hurricanes Irma and Maria in 2017, Jaschen volunteered at the VITEMA emergency operations center (EOC) on St. Croix as an emergency communications radio operator. He and a small group of fellow licensed amateur radio volunteers provided over 2,200 hours of support to the territory. He is the Virgin Islands Amateur Radio Emergency Service (ARES) section emergency coordinator with the national American Amateur Radio Relay League (ARRL) and vice president of the St. Croix amateur radio club.
He is a graduate of the United States Military Academy and the US Army War College. He was one of only a few Virgin Islands National Guard Officers to complete specialized training and certification as a Dual Status Commander (DSC) by the Commander, U.S. Northern Command, and the Chief, National Guard Bureau, who may, by law, serve in two statuses (Federal and State) simultaneously. The National Defense Authorization Act (NDAA), signed in December 2011, facilitated the use of DSC to provide unity of effort between State and Federal forces in achieving common objectives in a disaster response or in supporting a national event.
Director Jaschen’s experience in the private sector includes 3 years as Corporate Quality Systems Manager / ISO 9001 lead auditor, at ADC Telecommunications, Minneapolis, Minnesota and 7 years as the Manager of Information Systems, at Old Dominion Electric Cooperative, in Richmond, Virginia.
Director Jaschen holds a Bachelor of Science (BS) in General Engineering & Mathematics from West Point, Master of Business Administration (MBA) in Management Information Systems from Oklahoma City University, and a Master of Science (MS) in Strategic Studies from the US Army War College. He completed the Harvard Kennedy School Leadership in Homeland Security program course.
He also holds certifications as Project Management Professional (PMP), Information Security Systems Professional (CISSP), and ISO 9001 Quality Systems Auditor. He is an FCC licensed amateur radio operator, general class.
Director Jaschen has lived on the island of St. Croix since 2005 and enjoys running, swimming, and stand-up paddle board (SUP). He ran NCAA Division I Track & Cross-Country at West Point and completed the Boston Marathon. He is an ITU-certified Level-I triathlon coach and completed the St. Croix 70.3 Ironman.
