WHO WE ARE

The Virgin Islands Fusion Center (VIFC) is an all crimes, all-hazard fusion center that provides tactical and strategic crime analysis and conducts assessments.

STAFF

Personnel who work at the center are from a variety of local and federal partners that support its operation as a centralized, comprehensive intelligence fusion center, specifically tasked to evaluate and coordinate the exchange of criminal intelligence on a territorial and regional basis.

LOCATION

Located on the island of St. Thomas, the VIFC is the most eastern fusion center in the United States and supports the law enforcement activities of its partners in protecting the borders of the United States.

HISTORY

On February 14, 2012, the Governor of the U.S. Virgin Islands designated the US Virgin Islands Fusion Center (VIFC) as the Virgin Islands’ primary fusion center.

WHAT IS A FUSION CENTER

A fusion center is a collaborative effort of two or more agencies that provide resources, expertise, and information to the center with the goal of maximizing their ability to detect, prevent, investigate, and respond to criminal and terrorist activity. Intelligence processes- through which information is collected, integrated, evaluated, analyzed, and disseminated- are a primary focus.

State and major urban area fusion centers serve as focal points within the state and local environment for the receipt, analysis, gathering, and sharing of threat-related information between the federal government and state, local, tribal, territorial, (SLTT) and private sector partners Fusion centers are uniquely situation to empower frontline personnel to understand local implications of national intelligence, thus enabling local officials to better protect their communities.

Fusion centers provide interdisciplinary expertise and situational awareness to inform decision making at all levels of government. They conduct analysis and facilitate information sharing while assisting law enforcement and homeland security partners in preventing, protecting against, and responding to crime and terrorism.

OUR MISSION

The mission of the VIFC is to prevent and deter acts of terrorism and criminal activity within the territory of the U.S. Virgin Islands and to promote public safety through intelligence fusion and information sharing with all its law enforcement partners

GUIDELINES

The Fusion Center Guidelines were developed to ensure that fusion centers are established and operated consistently resulting in enhanced coordination, strengthened partnerships, and improved crime-fighting and anti-terrorism capabilities. The 18 guidelines and their key elements- as well as additional resources, model policies, and implementation tools- are included in this publication of the U.S. Department of Justice (DOJ) and DHS.

Roles and Services of the VI Fusion Center

State and Regional fusion centers enable local, state, and tribal governments to gather, process, analyze, and share information and intelligence relating to all crime and all hazards. Fusion centers communicate, cooperate, and coordinate with each other and with the federal government. The Virgin Islands Fusion Center:

Contribute information to ongoing federal and national-level terrorist risk assessments and complete statewide, regional, or site-specific and topical risk assessments.

Disseminate federally generated alerts, warnings, and notifications regarding time-sensitive threats, situational awareness reports, and analytical products.

Gather, process, analyze, and disseminate locally generated information, such as Suspicious Activity Reports.
Produce or interpret intelligence products relevant to stakeholders.
Protect civil liberties and privacy interests of American citizens throughout the intelligence process.
